I have this problem only when the engine is warm, the steering is stiff in both direction.
Why would my power steering be normal in the cold weather, but get stiff & moan a little in the warm weather?

The car is a 1999 Dodge Neon Sport (DOHC). The power steering unit does not appear to be leaking.
