why do my clothes come out stiff in my steam washer and dryer?

Its a 2 in one washer and dryer, and my clothes come out stiff, i use detergent and fabric softner but they come out bad, i cant use dryer sheets because the steam makes it stuck in the filter.

Are we moving too fast? ( i know it's long, but i REALLY need advice!!)?

How do I keep my towels from getting stiff and scratchy?

I currently have no dryer so I hang my laundry up outside to dry. I add fabric softener to the washer by using the Downey Ball. But my clothes and towels still dry very stiff. What can I do to fix this?!
